the website is finally online as said before, but the game is still under development. 

So what else on requested/discussed features?

1. Who can propose functionality ideas and request features?
Everybody here is free to post offers
2. Could some pre-release requests be taken into account?
Any development studies based on new requests will be started only after release due to the strict development plan
3. What type of functionality items can be requested?
We are glad to hear your ideas of any kind! 
4. Which gamedev spheres are going to be involved in this project?
Literally everything including overall gamedesign, graphics, 3D, vehicles, gaming environment, community management, off-game features (like this forum itself)
